Black Transparent Background Png

I thought it was the photoshop at first 20 but when i tried to pull old png images in that showed up fine before the 20 black background showed up.

Hopefully i am explaining this clearly. The older png s i downloaded from the internet with windows 10 are still black but i can remove that by using paintnet and just say save then it removes the black background.
